  • MU’s AAU status (the high costs of research)
  • A need for MU to engage in cost accounting for more complex budget analysis.
  • Pending retirement of MU Budget Officer Tim Rooney (December 31, 2012).
  • Development  report – Tom Hiles =  MU needs more large gifts and to think of the big ideas that inspire them.

Information Item:  Jim Cogswell Report from SPRAC – Legislative Update, Campus Budget report, enrollment report.

Action Item: LMT discussed the recent Digital Humanities initiative on campus and how it fit in (or didn’t) to the MU Libraries strategic goals and objectives and the staffing plan.  It was resolved that Anne Barker should be invited to one of the next couple Library Management Teams to discuss her activity with new initiative and the potential/possible role of MU Libraries.

Action Item:  LMT discussed the Assessment Committee, Assessment Report and an Assessment position.  It was resolved that LMT would create a description for a 50% FTE Assessment position for current Library employees to apply or express interest in. This would be on top of current duties.  Would include a stipend of some kind.  Next Step – Jim Cogswell will draft position description.

Action Item: It was resolved that LMT would rotate the task of giving Management Team report at the MULAC monthly meetings.  Jim attends and reports at every other MULAC meeting.  The task of giving the report at the alternate meetings will be shared and rotated by Ann, Deb and Mike.

Action and Information Items from Library Management Team 10/2/12

Attending: Jim Cogswell, Deb Ward, Michael Holland, Ann Riley. (Support: Mark Ellis)

Information Item:  Deb Ward was given more information about the MU Medical Campus being created in Springfield, MO.  Will apparently open in 5 years.  A class/cohort that begins in Columbia in 2015 will finish in Springfield. Funding has supposedly set aside for Library electronic resources and staffing to help support.  LMT is concerned about the lack of MU Libraries feedback requested/sought during the planning stages of the Library aspect of this initiative.

Information item:  LMT continued to discuss staffing plan.  Specifically discussed:  new support staff positions, the number of positions and placement in the phases.  After discussion of a wide range of topics (including how positions could be shared, reassigned, etc.), it was decided to keep three positions in phase three for now.  Subject to ongoing discussions.

Webinar: RDA for the Non-Cataloger, and more

Catalogers throughout the United States (and beyond) are changing the cataloging rules they use from AACR2 to RDA (Resource Description and Access).  We are already adding RDA records from WorldCat to MERLIN and the Catalog Department is preparing to transition to the new rules, too, following the Library of Congress which has announced its target date for RDA implementation as March 31, 2013.  These webinars will give all an introduction to the new cataloging rules.

RDA for the Non-Cataloger: What’s In It for You?
October 31, 2012 – 1:00-2:00
Ellis 4F51A

Many libraries will be implementing Resource Description & Access (RDA) early in 2013. What will this mean for technical services and other library staff? How are RDA records different from AACR2 records? This webinar provides a general overview of the changes in RDA, particularly those affecting staff in technical services and those noticeable in the OPAC. No knowledge of current cataloging standards or MARC required! This session does not teach how to catalog with RDA, but it can be a useful foundation for catalogers new to RDA as well as other library staff and administrators.

RDA in 10 Easy Steps
November 28, 2012 – 1:00-2:00

Resource Description and Access (RDA) is the successor to the cataloging rules, AACR2. RDA completely revamps the structure of the cataloging instructions by closely following the entity-relationship model used to construct databases. However, as complex as these changes are, they can be reduced to ten easy steps. Join in on a walkthrough of the new structure. A demonstration of how a simple book can be cataloged with RDA helps catalogers understand the new structure and makes it easier to navigate RDA and find related instructions for other resources.

Inclement Weather – Campus Closure Policies

In anticipation of winter weather and in preparation for any other campus emergencies, the Business Policy and Procedure Manual 1:010 and UM Human Resources Policy Manual HR217 outline campus closure and pay procedures for University of Missouri.  These policies permit two types of campus closures:  full closure or partial closure.

The policies can be accessed by following the below links:

http://bppm.missouri.edu/chapter1/1_010.html

http://www.umsystem.edu/ums/departments/hr/manual/217.shtml

(Please note: These policies do not apply to staff at MU Health Care)

As a major research campus that has extensive 24/7 operations, MU will not typically close.  Should the Chancellor designate a partial campus closure (e.g., classes are cancelled but many operations remain open), the following pay procedures for staff employees will apply:

  • Employees who do not report to work may cover the absence(s) with paid time off (vacation or personal days) as appropriate.
  • Employees who are able to report to work will receive straight pay. Employees arriving late may use paid time off for the tardiness/absence (lost work time), request a flexible work schedule (if available) or request leave without pay, all with supervisory approval.

While unlikely, a full campus closure could occur in the event of a major disaster or other catastrophic event and the campus would be closed, classes cancelled and administrative and academic operations suspended. Certain continuous operations would be maintained even in the event of a full campus closure. Employees (except those deemed situationally critical) would be directed not to report to work.  In the event of a full campus closure the following pay procedures will apply:

  • Regular employees who are not required to report to work will receive regular pay for up to five days with no reduction to the employee’s paid time off balances.  If the closure continues for more than five days, employees could choose to cover the time off with vacation, personal days or sick leave, as appropriate, based on the situation causing the closure.
  • Regular non-exempt employees (i.e., hourly paid) who are required to report to work during a full campus closure will receive time and a half for all hours actually worked.

Because of the nature of our campus and the need to maintain critical 24/7 operations, the MU campus would designate a full closure only in extreme circumstances.

Departments should designate those positions considered situationally critical and inform employees in advance, if possible, in preparation for a partial or full campus closure.  The designation of situationally critical may differ based on the nature of the situation.
