Information and Action Items from Library Management Team 11/4/14

INFORMATION ITEM: Jim Cogswell and Ellen Blair will meet with Interim Provost Ken Dean and Budget Officer Rhonda Gibler on November 19th to discuss library budget projections. Ellen will attend next week’s LMT for further discussion and meeting preparation.

INFORMATION ITEM: The Collection Steering Committee (CSC) proposed a new advisory group to look at how to effectively use off-site and on-site collections space. Tentatively named: Ellis Collections Space Planning Advisory Committee. A draft charge has been distributed by email. The goals of such a group would be to base Ellis Library space decisions on usage patterns and to take a more strategic outlook in space planning. After the charge is considered carefully by LMT, Jim would like to share with the Library Committee as soon as appropriate.

ACTION ITEM:  Final adjustments and explanatory text is being added to lists of duplicates in UMLD 2 that will not be remediated in the mold recovery effort. Distribution of lists will be sent out by subject specialist liaisons to their respective departments.

INFORMATION ITEM: The Student Fee Working Group will meet next Tuesday. The main agenda item for the meeting will be to discuss the priority list of student groups with whom the working group will meet to discuss a possible fee.

Information and Action Items from Library Management Team 10/14/14

Matt was in attendance to help discuss the Student Fee proposal. Matt will be taking a lead in promoting the fee to students.

INFORMATION ITEM:  Further clarification from Rhonda Gibler about Missouri Senate Bill 389 and its impact on the Library Student Fee Proposal revealed that the Library Fee itself would not be capped by the same percentage of the previous year’s CPI (current price index).  Instead, the bill would require a student vote to create the new fee.  It would be a new expense for students (not part of the overall fee increase).   If a library fee were to pass, any further increase would be limited by the CPI cap.   These implications and an overall discussion of the fee and the need for a detailed proposal revision were discussed.  Highlights of that discussion follows:

  • A more fully developed vision of what the funds generated by the fees will be used for needs to be developed and captured in a revised report.
  • A proposal revision needs to be completed as soon as possible.
  • Before a full proposal revision can be finished, more Information/clarification is needed from:

    • The Budget Office.
    • The Chancellor’s Office
    • Office of Student Affairs
    • LMT – for various facilities and collection details.
  • Matt will be seeking out individual meetings with LMT members who can meet this week to work toward completion of the revised proposal.
  • The Student Library Fee Working Group will be meeting after LMT.

    • Alysha O’Neil, of the Office of Student Affairs, will be in attendance.

INFORMATION ITEM:  The MU Library Committee met on Friday, October 3rd.  The committee, which is made up of faculty and student representatives from across campus, was still interested seeing lists of the items that will be destroyed due to the mold outbreak.  The Libraries did not believe the lists were still necessary because the Mellon Grant and the partnerships with Missouri State University and Washington University (in St. Louis) reduce the items that will be destroyed to duplicates. The lists are being worked on and will be provided to the faculty later this month.

INFORMATION ITEM: Jim reported out from the MERLIN Directors meeting that took place the end of the previous week.  LMT and Ernest Shaw (Head of Library Technology Services) discussed the relationship between MERLIN and MOBIUS consortium.  A wide range of topics and points of view were explored.  Further discussions will be taking place among and between LMT, MERLIN Directors and the MOBIUS Executive Board.

INFORMATION ITEM: MU Budget Officer Rhonda Gibler informed Jim Cogswell that the proposed Library Student Fee would be subject to Senate Bill 389 (which limits the amount of tuition and fees to the CPI) and that it would require a student referendum (vote). LMT discussed the impact/implications of this news and will continue the discussion in the weekly meeting of the Student Library Fee Working Group.

INFORMATION ITEM:  SWETS Information Services filed for bankruptcy on September 23, 2014.  MU Libraries had significant amounts of money tied up in credit and prepaid amounts.  No one saw this coming and many libraries are in the same boat.  We are hopeful that some of the publishers we acquired through SWETS will work with us in the future to minimize disruption to our holdings and services.  There is a required wait period before we can pursue or negotiate replacement contracts/relationships.
