{"id":4684,"date":"2012-03-09T13:59:31","date_gmt":"2012-03-09T19:59:31","guid":{"rendered":"http:\/\/mulibraries.missouri.edu\/newsnotes\/?p=4684"},"modified":"2012-03-09T13:59:31","modified_gmt":"2012-03-09T19:59:31","slug":"library-assembly-2282012","status":"publish","type":"post","link":"https:\/\/library.missouri.edu\/newsnotes\/2012\/03\/09\/library-assembly-2282012\/","title":{"rendered":"Library Assembly Minutes, 2\/28\/2012"},"content":{"rendered":"<p>Attending: <em>Members:<\/em> Gary Cox (Chair), Laura Buck, Stephen Stanton, Stephen Clayton, Karen Witt, Libby Myre, Jack Batterson, June DeWeese, Mark Ellis, Matt Stottle<em> Ex-Officio<\/em>:\u00a0 Deb Ward (LMT); Mike Holland (LMT),\u00a0 Ann Riley (LMT), Jim Cogswell (LMT), Ann Barker (MULAC)<\/p>\n<ul>\n<li>Announcements:\n<ul>\n<li>Library Director Jim Cogswell:\n<ul>\n<li>Ellis Library First floor Women\u2019s restroom remodel.\n<ul>\n<li>Scheduled for this summer.<\/li>\n<li>Central MU Administration will contribute $100K.<\/li>\n<\/ul>\n<\/li>\n<li>Expansion of Ellis Library Information Commons.\n<ul>\n<li>South of main elevators (on the 1R side).<\/li>\n<li>Funded by the Libraries portion of the MU ITF funds.<\/li>\n<\/ul>\n<\/li>\n<li>New Library Development Director hired and will start 3\/5\/12.\n<ul>\n<li>Nathan Marticke.<\/li>\n<li>104 K Ellis Library, 884-8645.<\/li>\n<\/ul>\n<\/li>\n<li>MU Libraries and Provost Office budget meeting did finally take place 2\/20\/12.\n<ul>\n<li>(Had been rescheduled twice.)<\/li>\n<li>Review of 5 years.\n<ul>\n<li>One past, the current year and projections for three years into the future.<\/li>\n<\/ul>\n<\/li>\n<li>The Discussion wasn\u2019t cheery.\n<ul>\n<li>The future cuts from the state allocations to higher education were reduced recently but will remain significant.<\/li>\n<\/ul>\n<\/li>\n<li>As best as MU Libraries Administration and LMT can predict,\u00a0 FY13 will be impacted in these ways (all figures and plans are subject to change):\n<ul>\n<li> Salary pool for 2012 will increases around 2%.\n<ul>\n<li>Originally hoping for 3%.<\/li>\n<li>Staffing plan will be impacted.\n<ul>\n<li>Possible delays in filling positions.<\/li>\n<li>Acquisitions will be impacted.\n<ul>\n<li>LMT is working out the details.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>MSA\/GPC and MU Libraries revisit the topic of Library Student Fee.\n<ul>\n<li>Topic was brought up by Missouri Student Association President X. J. Billingsley &#8211; He heard this was considered in the past.<\/li>\n<li>Jim Cogswell met with the MSA Academic Affairs committee 2\/21.\n<ul>\n<li>He hopes to meet with GPC soon.<\/li>\n<\/ul>\n<\/li>\n<li>Jim shared and discussed an information sheet detailing enhanced services that a student fee might be able to augment:\n<ul>\n<li>Extended Hours.<\/li>\n<li>More Study space.<\/li>\n<li>Collections.<\/li>\n<li>See spreadsheet entitled<em>: Libraries Fee Information \u2013 MU Feb1.2<\/em>\n<ul>\n<li>(This is an informational document to further the discussion of a student fee. No official proposal has been made.)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>MSA reception of the idea of a Library Fee was rather positive.\n<ul>\n<li>They asked MU Libraries to work with some of their representatives to put together a proposal.<\/li>\n<li>The proposal will be formally presented to MSA with hopes to be put before the student body as a ballot issue.<\/li>\n<li>Over the years, Jim has talked to 3 different MSA presidents\/administrations about this topic.\n<ul>\n<li> The current representatives seem the most receptive to the idea.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Laura Buck, Veterinary Medical Library.\n<ul>\n<li>Improvements made to Vet Med Library .\n<ul>\n<li>Outlets installed.<\/li>\n<li>Some rearrangements.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Matt Stottle, Ellis Library Security.\n<ul>\n<li> Matt accepted a new job at IBM (service response coordinator).\n<ul>\n<li>This will be his last Library Assembly Meeting.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Stephen Stanton, Geology Library.\n<ul>\n<li>New lights in Geology.<\/li>\n<li>Campus Facilities has been working off and on since August, but have often been called away to other campus projects.\u00a0 (Finally complete\u2026)<\/li>\n<\/ul>\n<\/li>\n<li>Anne barker, MULAC.\n<ul>\n<li>Reference books are shifting to make the expansion of Info Commons possible.<\/li>\n<li>Wayne Barnes coordinating.<\/li>\n<\/ul>\n<\/li>\n<li>Deb Ward, LMT member- Head of HSL and Interim Associate Director of RAIS.\n<ul>\n<li> HSL construction on library-space\/testing-room moving along.<\/li>\n<li>Room is complete; furniture not yet arrived.\n<ul>\n<li>Currently, a space for compact shelving is being created.<\/li>\n<\/ul>\n<\/li>\n<li>Questions:\u00a0 How is this project funded?<\/li>\n<li>Answer:\u00a0 Funded by Med School and made possible by stimulus funding.<\/li>\n<\/ul>\n<\/li>\n<li>Mark Ellis, Administrative Services.\n<ul>\n<li>The MU Libraries Celebration of Service Event has been scheduled for May 24<sup>th<\/sup>, 11:30 am \u2013 1:30 pm (or 1.5 hours within this span of time).<\/li>\n<li>Mark and Shannon Cary, the Administration representatives to the Celebration of Service \u201ccommittee\u201d (an informal\/unrecognized team), would like to know if Library staff are satisfied with our current format of the celebration of service.\n<ul>\n<li>Rather than have another survey (they sent one out approximately 3 years ago to reach our current format), Mark and Shannon would like to discuss in Library Assembly.<\/li>\n<li>Mark will make sure it is on the agenda next meeting and will send out more information to staff and Library Assembly members soon.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Policy review \u2013 Mike Holland.\n<ul>\n<li>Policies 10 and 44 were presented to Library Assembly.\u00a0 They were revised by Access Services.\n<ul>\n<li>Since Mike is the facilitator of the process, and these were revised by Access Service, he turns the discussion over to June DeWeese for an overview.<\/li>\n<\/ul>\n<\/li>\n<li>June DeWeese, Head of Access Services.\n<ul>\n<li>Policy 44- <a href=\"..\/..\/staff\/policies\/POL44.htm\">Policy for Responding to Disruptive Patrons<\/a>.\n<ul>\n<li>Outlines what MU Library staff can\/must do when encountering a disruptive patron.<\/li>\n<li>Last time revised 1992.<\/li>\n<li>Mainly updated the names and positions that were referenced.<\/li>\n<li>Branch location procedures may need to be adapted.<\/li>\n<li>Discussion:\n<ul>\n<li>Matt Stottle reports that Ellis Library Security is satisfied with this updated policy and how it pertains to Ellis Library Procedures.<\/li>\n<li>Some members expressed that they did not review the \u201cprocedures\u201d link that was imbedded in the attached policy.<\/li>\n<li>Jim C. &#8211; Concerned about branches.\n<ul>\n<li>Perhaps a separate policy for branches?<\/li>\n<li>Discussion ensued about if branch procedures can be handled in sub-points or if the matter needed in a new policy.<\/li>\n<li>It was also asked if \u201cfrontline personnel\u201d were also getting this information in training.\u00a0 They were\/are.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Conclusion: Mike suggests this policy be circulated further to the various departments\/constituencies in the hopes, \u00a0if there are not a lot of major changes, it will be passed on to LMT in a few weeks.\n<ul>\n<li>If he hears that more discussion is needed, it can be brought back to the Library Assembly.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Policy 10-Overdue Fines and Replacement Costs.\n<ul>\n<li>The policy online says that it hasn\u2019t been revised since 1992 however the functional policy was last revised by Access Services, Nov 2009.<\/li>\n<li>Changed some specifics about the counting of days overdue.\n<ul>\n<li>Policy reflects how the system counts holidays.<\/li>\n<\/ul>\n<\/li>\n<li>Some changes reflect new issues such as laptops.<\/li>\n<li>The biggest change is the removing of a cap on fines.<\/li>\n<li>Discussion Ensued:\n<ul>\n<li>Question\/Answers\u2026\n<ul>\n<li>Q. Does anyone try to go beyond our policy (\u201cover our heads\u201d) to refute\/refuse fines.<\/li>\n<li>A. Rarely &#8211; almost never. Especially with our support\/allowance of patrons buying replacements.<\/li>\n<li>Q. Wouldn\u2019t the replacement cost for some of our bound journals reach thousands?<\/li>\n<li>A.
